[0.33.1] r_shader_quality 2 looks worse than r_shader_quality 0 in some instances

This bug has probably been around for a long time but I only just noticed it when messing around with the r_shader_quality setting in dp4 beside megahealth.


This is r_shader_quality 0:




And here is r_shader_quality 2:
